Model cost-benefit analysis of the use of mobile phones while driving

Cost benefit analysis by Harvard Center for Risk Analysis re: mobile phone use while driving. The authors observe that such cost-benefit evaluations are complicated and uncertain. They acknowledge restrictions would reduce property loss, injuries, fatalities. In contrast, they acknowledge benefits of mobile phone use while driving include convenience, productivity, and contact with emergency services. They assign economic assumptions for quality adjusted life years, and conclude that banning mobile phone use while driving would be a virtual break-even proposition.
